La fraccion parlamentaria del PRI en la Camara de Diputados ha presentado una iniciativa para crear una sexta circunscipcion electoral que represente a los mexicanos radicados en el extranjero.
La iniciativa se une a la lista de reformas que han sido impulsadas por la comunidad migrantes en las ultimas decadas y que, en otras ocasiones, han tomado en cuenta la necesidad de llevar a cabo una credencializacion en el extranjero, mejorar las modalidades de emision del voto para que mas migrantes puedan ejercer este derecho constitucional, etc.
A continuacion el texto de la iniciativa:
Grupo Parlamentario del PRI. Iniciativa de Reformas y Adiciones a los artículos 52, 53, 54 y 55 de la Constitución Política de los Estados Unidos Mexicanos
Se reforma el párrafo 1 del Artículo 52:
Artículo 52. La Cámara de Diputados estará integrada por 300 diputados electos según el principio de votación mayoritaria relativa, mediante el sistema de distritos electorales uninominales, y 200 diputados que serán electos según el principio de representación proporcional, mediante el sistema de listas votadas en circunscripciones plurinominales.
Se reforma el párrafo 2 del Artículo 53:
Artículo 53. La….
Para la elección de los 200 diputados según el principio de representación proporcional y el sistema de listas, se constituirán seis circunscripciones electorales plurinominales, cinco dentro del país, y una sexta destinada a la representación de los mexicanos residentes en el extranjero. La ley determinará la forma de establecer la demarcación territorial de las cinco circunscripciones correspondientes al país, que tendrán carácter regional.
Se reforma el párrafo 1 así como las fracciones II, III y VI, y se deroga la fracción V del Artículo 54:
Artículo 54. La elección de los 200 diputados según el principio de representación proporcional y el sistema de asignación por listas, se sujetará a las siguientes bases y a lo que disponga la ley:
I. …
II. Todo partido político que alcance por lo menos, el dos por ciento del total de la votación emitida para las listas de las circunscripciones plurinominales, tendrá derecho a que le sean atribuidos diputados según el principio de representación proporcional.
III. Al partido político que cumpla con las dos bases anteriores, independiente y adicionalmente a las constancias de mayoría relativa que hubiesen obtenido sus candidatos, le serán asignados por el principio de representación proporcional, de acuerdo con su votación nacional emitida, el número de diputados que le corresponda en cada circunscripción plurinominal con base en las listas registradas. En la asignación se seguirá el orden que tuviesen los candidatos en dichas listas.

VI. En los términos de las fracciones III y IV anteriores, la asignación de las diputaciones de representación proporcional que resten después de asignar las que correspondan al partido político que se encuentre en el supuesto de la fracción III, se adjudicará a los demás partidos políticos...
Se reforman las fracciones II, III en su párrafo 2, y se adiciona un segundo párrafo a la fracción VII del Artículo 55:
Artículo 55. Para ser diputado se requieren los siguientes requisitos:

Para poder figurar en las listas de las cinco circunscripciones electorales plurinominales del país como candidato a diputado, se requiere ser originario de alguna de las entidades federativas que comprenda la circunscripción en la que se realice la elección, o vecino de ella con residencia efectiva de más de seis meses anteriores a la fecha en que la misma se celebre.
Para poder figurar en la lista de la sexta circunscripción, se requiere ser residente en el extranjero, con residencia efectiva fuera del país de más de tres años.

•Prohibit dropping people from coverage when they get sick in all individual plans;
•Lower seniors prescription drug prices by beginning to close the donut hole;
•Offer tax credits to small businesses to purchase coverage;
•Eliminate lifetime limits and restrictive annual limits on benefits in all plans;
•Require plans to cover an enrollee’s dependent children until age 26;
•Require new plans to cover preventive services and immunizations without cost-sharing;
•Ensure consumers have access to an effective internal and external appeals process to appeal new insurance plan decisions;
•Require premium rebates to enrollees from insurers with high administrative expenditures and require public disclosure of the percent of premiums applied to overhead costs.
By enacting these provisions right away, and others over time, we will be able to lower costs for everyone and give all Americans and small businesses more control over their health care choices.

New Bipartisan Proposal for Immigration Reform Unveiled by Senators Schumer and Graham
Today, the Washington Post website posted an op-ed article by Democratic senator Charles E. Schumer and Republican senator Lindsey O. Graham, in which the two announce a new bipartisan proposal for immigration reform.
Repeating the often-used statement that the nation's immigration system is broken, the legislators offer a plan that has four principal elements:
The proposal comes just a few days after President Barack Obama held meetings to re-start the discussion on immigration reforms, and a few days before the March 21 march in Washington, DC that is being planned by pro-immigration reform activists.

No habrá reforma migratoria, dice Pascual
La discusion sobre una posible reforma migratoria en E.U. incluye las declaraciones del actual embajador de E.U. en Mexico, Carlos Pascual, quien ha comentado en una reunion con senadores mexicanos que no habra reforma migratoria en el corto plazo y que no sera sino hasta despues de las elecciones programadas para noviembre del 2010 que el presidente Barack Obama presentara una iniciativa al respecto.
Los comentarios no coinciden con notas periodisticas recientes que indican que Obama ha reiniciado el trabajo para presentar una iniciativa en las proximas semanas.

LA Times reports: Obama looking to give new life to immigration reform
According to the Los Angeles Times, President Obama held a meeting on Monday to develop a strategy that can finally move forward a much talked about comprehensive immigration reform.
The initiative being considered would include granting amnesty to the undocumented, but only after going through a legalization process that would include fines for violating the law, paying taxes, and registering.
A possible moment for the reopening of the public debate may be March 21.

DOL: Hispanic Unemployment Rate at 12.4%
The Department of Labor's Bureau of Labor Statistics released its monthly Employment Situation Summary. According to this report, the national unemployment rate held steady at 9.7%. However, as a group, Hispanics have a much higher 12.4%.

Nonfarm payroll employment was little changed (-36,000) in February, and the unemployment rate held at 9.7 percent, the U.S. Bureau of Labor Statistics reported today. Employment fell in construction and information, while temporary help services added jobs. Severe winter weather in parts of the country may have affected payroll employment and hours; however, it is not possible to quantify precisely the net impact of the winter storms on these measures. For more information on the effects of the severe weather on employment estimates, see the box note at the end of the release.

In February, the number of unemployed persons, at 14.9 million, was essentially unchanged, and the unemployment rate remained at 9.7 percent.
Among the major worker groups, the unemployment rates for adult men (10.0 percent), adult women (8.0 percent), whites (8.8 percent), blacks (15.8 percent), Hispanics (12.4 percent), and teenagers (25.0 percent) showed little to no change in February. The jobless rate for Asians was 8.4 percent, not seasonally adjusted.
